Yes. According to RDM, they have started filming the pilot.

The Doctor and Mrs. Who internet radio show (7/10/08) (http://www.blogtalkradio.com/drandmrswho/2008/07/11/The-Doctor-and-Mrs-Who) reported last night:
The Caprica pilot is tentatively scheduled to air on Sci Fi sometime in November or December.
Shooting for the Caprica series begins in September.
He expects Sci Fi Wire to make an official announcement in July/August.
Shooting for the pilot of the new Moore/Taylor FOX series Virtuality is scheduled for July 21st through August 13th.
...and he has other off topic breaking news about a show you're much more familiar with. :)
From this and other consistent tidbits, things are looking great and on schedule for a crowded Ron Moore produced television line up this fall and winter. Barring strikes, delays, overruns and exhaustion anyway. Much more so than the relatively sparse scheduling of last December's Razor telemovie, April's Battlestar season premiere.
Battlestar is on hiatus and appears asleep or winding down, but pre-post-principal production is as busy as ever. How many plates can Ron Moore keep spinning at once.
Brace yourselves, the Season of the Head People approaches on multiple networks.
This oughta be fun.
